They are probably lying. Or possibly being overly optimistic.
But it is tryout season and there is a fair bit of bluster, let's shine the light on that claim.
Region 1 Colonial League applications are due in November. Acceptances come out December 30th, 2014 for the 2015 season. The league is for 16 teams in Region 1. The top four teams from 2014 will automatically be in. Teams that played Region 1 Premiere League in 2014 but are not accepted to Premiere league for 2015 are in.
Teams that played, for example, in WAGS D2 or D3 (or even D1) that state they will play in Colonial league in 2014 are hoping and praying.
I confirmed this with the Colonial League Commissioner this morning:

No teams know they are accepted yet officially in the Colonial league. The only teams that almost guaranteed are the teams that placed 1-4 the previous season or played in the Region I Premier league last season and not accepted in the current season.
The Region I Premier league does have automatic bids and they are listed on the website and I have copied them below for you.
